Administrator Pamphile HAKIZIMANA is frequently accused by the local population of using his authority to steal cattle from the population under the pretext of transporting them to the DR Congo.
The administrator was surprised this Sunday with the cows of a GIHANGA citizen in his barn. The cows had been missing for just over 3 weeks. The owner of the cattle was immediately arrested on Monday when he went to claim his cows from the administrator. For the time being, the cows have been transferred to an unknown location.
Last Sunday, a citizen named Emmanuel from the Gihanga commune in Bubanza province found his two cows in the Buganda commune administrator’s barn. Emmanuel had lost his cows 3 weeks ago. Emmanuel took photographs and began to take steps to recover what belonged to him.
According to sources he approached the CNDD-FDD party representative in the NDAVA sector to arrange a meeting with the administrator. Same sources report that, the administrator, Pamphile HAKIZIMANA, set an appointment for Monday. Emmanuel went to the Buganda commune office on Monday.
As soon as he arrived, he was arrested and accused of attempting to smuggle cattle to the DR Congo, as this local resident testifies. “He had gone to see the administrator to tell him that he had found his two cows in his stable, which he had been looking for for over 3 weeks. But he was arrested.
The administrator told him that the cows had been intercepted on the road to Congo. He then said that they had been seized and that the owner should be punished or fined. As you can see, there’s a catch. How could the administrator keep seized cows at home for 3 weeks? Does that make sense?”
Emmanuel was finally transferred to an unknown location. This worries his family. The two cows were also transferred elsewhere at dawn on Tuesday, added a witness. “Very early in the morning at around 3 a.m., he sent one of his herdsmen in the company of the Gasenyi Imbonerakure and took the 2 cows to an unknown location. Neighbors saw them being driven away”.
